Yes, it is client-side only. There is no signup. Title, description, and og:title never leave the browser. Tallymill does not save what you enter. Refreshing the page clears the form.

Is there a size limit?

Yes. Each field larger than 10KB (10 × 1024 UTF-8 bytes), or a combined title + description + og:title larger than 100KB (100 × 1024 UTF-8 bytes), is rejected. Empty title or description after trim also fail closed. Nothing is sent to a server either way.
